Gibbon Industrial Site Undergoes Extensive Evaluation for Future Development

Gibbon, NE - On May 13, 2024, the Nebraska Department of Economic Development (DED), in partnership with the Nebraska Public Power District (NPPD), conducted an extensive on-site evaluation of a potential industrial site east of Gibbon, Nebraska. The assessment, aimed at determining the site’s suitability for industrial development, brought together a team of experts from various fields, including utilities, city administration, and economic development. The following summarizes the team's findings, and paves the way for next steps.
Site Overview
The Gibbon Industrial Site spans 141 acres and was secured via Purchase Option by the Development Council in April 2023. The site is currently zoned for agricultural use. However, it holds the potential for annexation and rezoning to accommodate industrial projects. Key infrastructure includes 3-phase, 12.47 kV electricity, natural gas lines, water lines (6-inch and 10-inch), and a sewer system with an excess capacity of 0.55 MGD. Additionally, fiber internet is available, ensuring robust telecommunications capabilities.
Transportation Access
The site is perfectly located adjacent to Highway 30 and within close proximity to Interstate 80. The site also benefits from proximity to Kearney Regional Airport. However, rail access remains a challenge due to restrictions imposed by Union Pacific.
Strengths Identified
The site boasts many strengths. These include:
- Site is controlled through a two-year purchase option.
- Flat topography requiring minimal dirt work.
- Not located in a floodplain.
- Adequate utility access despite some capacity limitations.
- Central location with excellent highway and interstate access.
- Sufficient size to accommodate significant or multiple smaller projects.
- Easy annexation potential with possible Tax Increment Financing (TIF).
- Experienced local leadership.
Recommendations
As part of the site evaluation program, DED offers communities recommendations to further prepare the site for future development. These include:
- Utility Capacity Expansions: Work with utility partners to estimate costs and timelines for expanding infrastructure and capacity.
- Due Diligence: In addition to the recently completed ALTA Survey, the Development Council and City of Gibbon should continue due diligence, such as a Phase 1 Environmental Site Assessment, Geotechnical, Wetlands Delineation, and more.
- Option Extension: Secure and extension before investing in further due diligence.
- Transportation Improvements: Collaborate with partners like Buffalo County to put a paving plan in place.
The evaluation marks a significant step towards developing the Gibbon site into a viable industrial hub. With strategic planning and collaboration, the site has the potential to attract diverse industrial projects, boosting the local economy and providing new opportunities for the community.
